[s-cars] 94 S4 relay clicking and cutting out...

I'm with Calvin that it could be a bad ground affecting the ECU.
You might try removing, cleaning up, and then reattaching
the 2 ground connections to the back of the intake manifold
(the brown/white and brown/red wires).
