Powder coating is a plastic vinyl powder that is sprayed onto the part,
then heated in an oven to melt the material to a smooth finish. The
small torsional movement of the spring wire should not be enough to
disrupt the vinyl adhesion to the steel. I would say that the surface
was poorly prepared before the coating applied. The coating is not a
hard finish, but rather a soft plastic flexible coating.
