Remove the 2 wires that connect to the thermo switch and short them
together. The after run pump and elec fan should turn on. If it does,
then either the thermo switch is bad or perhaps the engine is not hot
enough to activate it, it takes 110C before it turns on. If it does not
then either you have a bad relay, fuse or wiring problem.
FWIW, on my 1997, my after run pump rarely came on unless it was very
hot outside. I decided to rewire the switch and use a lower temp switch
that measures underhood temp rather than coolant. Now it comes on 75% of
the time.
