Why could you not just use a SPDT switch without the relay?  I know that 
the switch would be carrying the full current of the horn, but maybe 
this is not so bad.  The only reason that horns are relayed is to keep 
the horn button from arcing and eventually burning up the contacts. It 
also reduces radio interference.  The SPDT switch would not be switched 
while the current is flowing, unless you were to hold the horn button 
down while moving the SPDT switch.
