With a stock ECU I was getting a peak of 17 psi of boost, which is ~2.1
bar, at an altitude of ~300ft.  I assume you're getting your readings
from the factory boost gauge (you're in the UK, right?), which is slow
to react and can be inaccurate.  I would double check the boost pressure
with a separate gauge to verify you are indeed missing some boost before
continuing with further attempts to fix the "leak".
