[s-cars] MTM Question

Sean Douglas lent me a June 1997 issue of Performance Car so I can add a
pdf of an article about an MTM-tuned S6 to my collection of 20vt
articles (now over 120 and counting).  The question is based on these
quotes:

"Thanks to some engine management trickery, a bigger turbo and a fatter
exhaust, acceleration is phenomenal..."

"The tuned and tweak 2.3-litre (sic) turbocharged five-pot lays down 310
hp at 5800 rpm and 332 lb ft of torque at 2100 rpm through 4WD (sic)
quattro transmission"

Ignoring the odd detail and grammatical error, what's the deal here?
Why only 310 hp?  That's not even stock RS2 hp levels (315 DIN hp from
the factory).  Seems lame.  Probably reliable.  But still lame.  What am
I missing?
