[s-cars] Emissions failure

I hate to bring this subject up again, but I need some advice.  Heres the deal:
 
Car:  '93 24.  213K, MTM chip set with 3 bar PT. RS2 EM, Samcos, new bosch O2 sensor (3 wire), recent cats, fresh oil change (mobil 1 15-40). Went to get the dreaded CT. emissions tested after a 3 yr break.  Failed for HC at idle by about 8 pts. passed on the 2500 RPM HC though.  
Any tips on getting the old beast through?  Are there any adjustments to the Motronic to lean it out?  is it the chips? octane boost?  run the car hard before test?
