Kent,

I am guessing either ECU or a central ground point somewhere.  You might
measure the voltage at the input to the ECU under "normal conditions."  If
it is siginificantly less than the battery voltage it is probably a bad
ground connection somewhere.  Remember, whn measuring the voltage, measure
from the ground pin of the ECU to the + Input pin of the ECU, grounding the
multimeter to the chassis could fool you.

Random dash lights would lead me to think failing connections
between the instrument cluster circuit board and the wiring
harness.  Remove the instrument cluster, undo the connections,
clean them, spray them with DeoxIT or Stabilant 22, and put
it back together.  That may cure your problem.
