[s-cars] ir remote headache

I have read all posts on how and why ir keyless doesn't work.
I bought a new key had it cut and cant program it on my 95. But I
could program my friends 90q over and over no problem. I will erase
the codes and do it again, no problem, so key and batt. work fine.
I have removed fuses for a while, battery, and then even the pump.
Still I get no response from horn or locks.

What else could it be, maybe bad pump?
