That's the whole purpose of the tubing on the coils.  It's to prevent
noise from when the coils contact each other.  Depending on how you cut
it to remove it, you might be able to reinstall it.  Or get some tubing
and slice it lengthwise to slip it on.  Might work.

The noise could also be from other issues.  Some folks have had noise
associated with the Bilstein inserts not being properly tightened down.
Or it could be a problem with the strut bearing.
