[s-cars] Weird boost issue

Hi Y'all,

The car:
'95.5 urS6 w/RS2 mods

The problem:
Missing boost - intermittent.  Measured boost at WOT in 4th gear - 
zero.  Perhaps the next time, after shut down and restart later, full 
boost for a while and then, on the same trip, zero boost 
again.  Meanwhile, the engine runs great - starts easily and runs 
smoothly except for the lack of boost.

Observations and actions:
Found and tightened a leaking MM hose connection at the stock 
intercooler.  Not much help.  The basic problems remains.
Checked the hoses at the ECU/water trap area - no leaks found.
Pressurized the induction system - no leaks.
The wastegate cap has not been drilled and, therefore, the spring 
perch has not been adjusted.

It almost seems that the wastegate is sticking in the open position 
and exhaust gasses are by-passing the turbo hot side.

Has anyone else encountered a similar problem?  What was the resolution?
