I think it's because DOT requires it. I have German lenses on my car.

Projectors project a focused beam, like a slide or movie projector. Fluting
is designed to refract or bend that beam (which is sem-focused from the
reflector of a regular lamp), which means the fluting in the W124 is going
to cause a problem with the projector beam. I haven't even figured out
why there is ANY fluting on our C4 projector cars, the beam should
be designed to miss it anyway.
