Actually no. I was guessing that may be engine must be on for ECU to make
sense of the sensor.

I'm getting the 00513 fault code - or RPM sensor open/short circuit.

How does this fault manifest itself as I'm not having a problem (other that
possible brake booster which I assume is not associated).
