The 4D0 698 451 A is the brake pad set and comes with 4 locking bolts.
My bet is the 415 C number is the pads only. Don't know what the 443 698
451 B number is, but it sounds like an old number and has been
superceded by the 451 A number.
If you order the 4D0 698 451 A number you should be fine, also, you may
want to consider a guide pin boot kit, 443 698 470, these are frequently
torn, order 2 for both sides.
