Did you get clean fluid both times you bled the brakes? No bubbles?
I would keep bleeding- I've had to bleed the full system twice to get a firm
pedal- the ABS
pump makes things difficult.
Was this a pressure bleed system or a vacuum bleed?

I have a similar problem with my 98 A6.
I did pads and turned rotors on the fronts and only pushed the pistons back
(without opening the system) and the car feels like it lost power assist. I
have double checked all the mechanical aspects and everything is as spec. I
lubricated the carrier pins, and the calipers float nicely as they should. The
rotors are clean and pristine, and the reservoir is full and never had any
possibility for air. Pumping the pedal has no affect so I'm certain it is not a
bleeding issue.
What could cause such a need for hard pedal pressure?
I don't think I can lock up the wheels no matter how hard I push. They seem
to do better as they get warmer, but they are not race pads, so I'm not sure
how to "break them in".
Could the pads need to be "seated" and "seasoned" or some such, and if so
how does one do that?
