That's transport Canada for you.  Someone should tell them that my '93 
S4 (purchased new in Montreal by the original owner) has no child 
restraint tether points either.

I've been trying to get someone at Audi to figure out what the part 
number is for the restraint kit they offered for it at one point in the 
past for some time now.
