You can successfully repair the existing fender if it's not rusted through.
Sandblast the rusted area to clean metal. Treat with an acidic metal prep
solution to phosphate the metal. At this point you can go with a good epoxy
primer or a cold galvanize spray followed by an epoxy primer. Use a good
glaze or light body filler over the epoxy to fill in the rough spots in the
metal. Follow that with a two-part urethane primer and then top coat. You'll
have a hard time matching the pearl. Spray a let down panel to determine how
many layers of pearl are required to match your paint colour. The basecoat
colour is important - if it is too yellow or too white you'll have a hard
time matching your paint.

Does anybody know if there is a source for a brand new fender?

Failing that - what does the list think about fixing rust at the bottom of
the fender?  Not rust-through yet, but it's bubbling.  I'd actually prefer a
good fix rather than a new fender because my car is pearl and I doubt it
will match.  It doesn't have to look 100% perfect down there, I just want to
stop the rust.
