they're dust boots, intended to keep dirt from getting on the strut
shafts. there's an oil seal at the base of each shaft, and it would
be better not to have dirt around there. without the boots, the
seals on the struts will theoretically wear faster.
but i wouldn't sweat it. just replace the struts when it's time,
and put new dust boots on (you can buy dust boots at the auto store
cheaply). it's not worth it to install new dust boots on those old
struts.
