The fuel pump does not run unless the ECU is operating and has a signal

from the Cam Position Sensor.  An ECU fuse that dies everytime is
likely 
pointing at a dead short in one of the coil wires (they get brittle and
crack
 and the insulation comes off).  Remove the coil pack (four hex-socket

bolts) from the engine and inspect all the coil wiring.

At least that is my opinion.
