If the side of the bumper have just popped out the clip, you need to remove
the bumper as they won't snap back in except with a huge impact that will
probably crack the paint or break the clip. The best way is to unbolt the
bumper, pull it one or two inch than push it back making sure the side clips
are aligned.

Now, for the boken clip, it depends if it's the bumper side or the fender
side that's broken. The bumper side is glued or use molten rivet, I don't
remember for sure, but is not replacable. You can try to repair it with a
thin layer of bumper epoxy and glass mesh, shaving the fender clip to make
room for the additional thickness. No BTDT on a clip, but the epoxy/mesh mix
hold impresively well on a cracked bumper.

The fender side is screwed or bolted so it should be replaceable. Part
availability is another story.

Last but not least, there's no risk of loosing the bumper cover because the
side have popped out, but there is a risk of cracking the upper lip just
below the turn signal if you drive this way for too long, BTDT.

P.S.: I would keep the metal screw as an absolute last solution. It will
probably hold but you may not want to respray the whole bumper because you
used a short term solution for a week.
