Yes, screws go on the inside of the fendor well, facing fore and aft.  I screwed the liner that was attached to the bumper to the insider fender well liner.  I think I used three on each side.
 
I literally just jacked the car up and pushed the cover into place - no need to loosen anything.  I'm sure having a partner would help.
 
As you observed and Teddy pointed out, the screws do not actually penetrate the painted abs plastic portion of the bumper.
 
I got my car this way and actually had two 'incidents' with those damn cement parking lot things which ripped if off again.  Both times the sheet metal screws still worked.

unfortunately, i believe the clip is broken on the bumper side.  i couldn't
feel it when i stuck my hand in there.  i found it on the driver's side
of the bumper cover, but not on the passenger side.

i ended up getting a roll of duct tape from facilities at work, and using
it to hold the bumper cover in place for the drive home.  it held up fine.
looks ghetto, but i still have my bumper cover and belly pan.

why would the metal screws result in having to repaint the bumper?

dave, are you talking about screwing the bumper cover into the plastic
fender liner?  so the screws are horizontal and run fore/aft?  how
many screws did you need to use?

i thought about riveting them in place, too.

where are the bolts to remove the bumper so that i can reposition it?
