Dave-
Yes, what you describe does sound like a bad strut bearing.
I recently experienced this on our '01 Beetle- groaning and binding noise at
full
lock in one direction. Required dropping the strut in order to replace the
bearing.
The bad thing is, the part is really cheap, but the labor will kill you.
