Yes, but that's only part of it.  You also need the ballasts with the
high tension cables and the bulbs.  I would recommend shopping for
complete headlights.  Look for ones that have broken tabs, or are
otherwise damaged, as they'll be cheaper and you're going to gut them
anyway.  But be careful because a lot of folks, at least on Ebay.de, try
to sell Xenon headlight assemblies that are missing the ballasts and
bulbs.
