I sure hope it's B.S., but this line is certainly not true:
"Motorists traveling 6 mph or more above the limit will receive a ticket and
every State Trooper is supposed to pull a car over and write a ticket every
10 minutes."
That would never be a published mandate, and it does not even make any sense
(the average speeding stop takes around 15 minutes), so whoever wrote it is
making it up. And that makes me think the whole thing is an urban legend.
But PA would not be the first state to devote a month to additional speeding
enforcement, so I'd be careful anyway.
