"fault" isn't the word i was looking for.

it's well-known that the bush administration has a weak dollar policy.
good for US exports (which we need to strengthen), but makes it more
expensive to buy foreign goods, including porsche calipers and oil.
the administration has not intervened to support the weak US dollar.
this is controversial and has also caused some friction with our trading 
partners.
