it's not so much emissions like what we're used to (CO, NO2), but
primarily noise. the manufacturers play with gearing, jetting/mapping,
throttle body and exhaust restrictor plates, etc. to meet these
targets. as a result, end user gets to "fix" their bike after the take
delivery.
