A PE is always good to have around.  Of course, any time you use the PE
stamp, make certain you're aware of all contingencies.  My father and his
best friend were both PEs.  A bridge collapse that he (dad's best friend)
was involved in designing 40+ years ago.  There was a death, and by this
time, he was in charge of civil and environmental projects for the state,
So he had to address the issue based on two things.  First, as head of the
state department, and second, he was one of the PEs who worked on the design
(the PE who "signed off" was now deceased).  Bottom line, he was still
responsible to explain his work.  That said, there was no liability for him
or the department.  The bridge design criteria was for 20 or 25 years (I
forget).  It collapsed after 40+ years and an unusually heavy rain/flooding
season.  The department in charge (DOT) was negligent in upkeep and
inspection and they had some culpability in the matter.

That all said, with consulting, make certain the project scope is CLEARLY
defined and there's a procedure to expand (or collapse) the scope.  It can
be in the form of a formal contract if you're not buddies with the hiring
firm.  But it must be clearly written, even if it's in a "memo" style.
Also, if there's any chance of conflict of interest issues, make certain
that's defined (or a procedure for you to resign if one comes up).  Also, to
who's satisfaction are you to complete the work?  Is it one person?  A
committee?  Yourself?  You can see how these types of issues may arise.
Lastly, how will compensation be issued?  Plan on checks and a 1099 for the
year- which means you'll be taxed on the income, but they won't withhold.

As for the work documentation, usually the plans or misc. recommendations
are provided by the consultant (if not abundantly expensive).  If there are
costs (large drawings, legal fees, mass printing,
prototypes, etc.) associated with your project, make certain those costs are
reimbursable.
