[s-cars] timing check update: outta whack

Ron;
I've never heard of a cam pulley shearing it's key; the torque on this
pulley isn't that great.
If all you've checked are the crank pulley and cam pulley timing marks, you
can't tell if the crank pulley has sheared the key or if the engine just
isn't timed right. To verify the pulley, line up the timing mark on the
flywheel in the bellhousing window on the left side of the engine. If the
crank pulley timing mark isn't lined up, the key is sheared off and the
crank pulley has moved. As long as the cam mark is lined up, it probably
doesn't make any difference as long as you are certain the crank bolt is
tight, but personally I would fix it.

I finally dug in there and have discovered: the cam and crank timing
marks are indeed off by about a inch.
Is it most likely the crank pulley has sheared it's key?
Can the cam pulley/sprocket suffer the same ailment?
TIA
