Calvin:  Good try.  You obviously don't live where it is cold. The A/C
will NOT come on with the defrost when the temp is less than +5 deg. C. 

Something lame about freezing the condensor or something.  In contrast,

my 1986 Jetta Carat does as you said: the A/C always comes on when
 defrost is activated.

I notice my outside air temp always says -48 deg C during initial start
up.  
Then it clears to the correct temp (+/-  0.5 deg C).
