[s-cars] Subaru Intercooler question - Add a fan?

Let's just say that unlike you all, I do not want to run afoul of the EPA
and I really
don't feel the need to pollute the environment any more than I already am
doing.

Properly done, the cat is not a huge problem in terms of exhaust flow.
