Jerry:

Not to be picky, but the lens is not clear in front of the low beam on
the e-code lens. 

I have both the regular e-code lens and HID e-code lens. I bought the
e-code lenses to replace my sandblasted DOT lenses, then about a year
later, bought the full-on e-code OEM HID$$$.

On the regular e-code, there is a rectangular shaped fluting that
bisects the lower half of the low beam. On the HID e-code lens, the
fluting is a smaller rectangle with a small trapezoid-shaped fluting
which also bisects the lower half of the low beam. I'm not sure how this
makes a difference, but I suppose the engineers at Hella designed it
this way for a purpose.

Having said that, if people are installing a "HID upgrade" with a DOT
style HID bulb/capsule, I agree with you, I'm not sure what benefit
going to the HID lens would produce as they are not specifically
designed to work with each other.
