Someone suggested I check the knock sensors.
They are tight and the wires are connected.

Computer is limiting boost.
Vag com says 6 degrees BTDC at idle and 39 degrees
BTDC under boost.

First throttle application is 18 lbs boost, then
limited to 5 lbs boost.

No ignition issues I can find and no boost leaks.

What else?
