It sounds like the dealer would not be willing to take any risk on the engine and wants to do the full monty!
At least he said the belt looks good.
Sounds like the guys in the Service Dept were pretty excited to see an old S-Car. They had originally sold and performed all service up until I bought it 3 yrs ago.

Dave: The truth is probably somewhere in between the two quotes. It is
NOTabsolutely necessary to remove and replace the timing belt to do
the
CPS. However, it does need to be loosened (a bit) and slipped off the
cam
drive gear. A good mechanic has a technique to hold the belt with
some
tension so its position on the crank pulley won't change. Hence the
shorter
time. (But 30 minutes is a bit quick - I think).
