Check out a write-up in the S-Cars.org site that Fred Munro did on Timing
Belt R&R.

Subject: [s-cars] timing check
Is there a write-up anywhere for checking with absolute certainty that
timing is without a doubt, 100% spot-on?
I have aligned the marking on the cam-sprocket with the coil cover,
and found the marking on the flywheel through the peephole. Where
does the notch on the pulley need to be in relation to all this? My
car still won't start and due to advice from the list, I believe it is
a timing issue. However, I could use some direction as to how to be
sure I am in the right "timezone".
