Whatever is to be gained by placing the V1 low on the car would have to balanced against the benefit of having it up high for radar, which around here is the most common device used by law enforcement. 
   
  The most recent encounter with laser that I had, in fact, did come from above. A state trooper was parked on an overpass, lasering traffic as it crested a hill at the end of a long and most inviting straightaway on I-64. He was poised enter the highway via the on-ramp to nab speeders that he clocked from above. I spotted him with my eyes and checked my speed before the laser alarm sounded. A few days later the police car was in the same spot, but apparently unmanned and left as a decoy. --A.W.
