The diff opens up at 15 mph or some threshold speed. It might get that
information from the ABS unit, I'm not sure. This could be the tie
between the ABS light and the diff lock not working.
Check electrical connections at the wheelspeed sensors, and location of
the sensor head in the hub. If you have a VAG-kom or Ross Tech, you can
pull codes.

I haven't played with the hubs, or hit any big bumps, but will check.
Why no diff lock though?
