[s-cars] Differences in ECU's?

You forgot the most likely cause. The MTM comes on a daughter board
with a scrambler. Are you installing the MRC chip directly into the
ECU socket, or into the MTM daughter board? You need to do the former,
not the latter (and here speaks the voice of experience, alas).
