As has been mentioned, the leak is probably under one
of the clips that secure the line to the body. Water 
(and salt) get under the rubber and corrode the line.
Some people have had success with cutting out the
rotted section and replacing it with high-pressure
rubber fuel hose. You can also double up on the hose
clamps for additional strength.
