That's what I've always done... but it is a method that is widely interpreted. I believe the 1/4 turn should be pretty easy to do. Too tight, and your car will whine like it has a 671 blower on it.

Official way of measuring the tightness is to grab the belt in the middle of its
longest run between sprockets and twist it with your thumb and index finger.
You should be able to just twist it 90deg. More than that and it's too loose.
Less than that, too tight.
