Good point. The Bentley manual just states to twist it 90deg, but whining is definitely a sign of being too tight and should be part of the mix in "measuring" the belt tightness. It's a good way to take some of the subjectivity out of it. If you can easily twist beyond the 90deg it would definitely be too loose.
