Automotive parts have  a Duty Fee of only 2.9%.  Very reasonable.   As long as they are listed as automotive parts it shouldn't have anything to do with whether it is a bearing or a bracket.  Maybe bearings as a commodity have a higher tariff in order to protect the US bearing industry.  Don't know what the issue was that you referenced, but should have been able to get around that by describing them as automotive parts on the shipping paperwork.

The other aspect is that there are no charges if the value of the order is less than a certain amount, something like $400.  It also doesn't matter if they are new or used, tarrif still applies once you're over the threshold.  So it all depends on what the person at the other end writes on the Customs paperwork when shipping.
