It is perfectly normal for oil to collect in this hose. It is the low point
of the system. It will soften the hose over time, resulting in leaks. Good
time to inspect it, once it's off.
Replacing the 02 sensor and plugs every other year to pass inspection does
not sound normal. My (chipped) 94 S4 has always passed the California test
with flying colors. I'd think that there is something else at work in your
case.
