I toyed with this idea in the very beginning. It looks like an optional 
duct register for some other version of the C4 chassis. Think twice 
before removing the cover just to take a look see. Putting it back is 
not trivial. It will require a few convoluted dental picks for the 
springs, a pair of goggles to protect your eyes from the springs that 
will fly out anyway, a telescopic magnet to pick them up and a sizable 
profanity vocabulary in two languages for when you find out that the 
opening is too slim, too shallow and too far out of sight to install a 
boost gauge in it. Ask me how I know all this. In my case it was an 
attempt to install a Turbonetics boost controller.

I eventually installed a VDO gauge into an Autometer A4 housing on the 
A-pillar and do firmly believe that this is the best damned place for 
the boost gauge in our cars.
