Igor and Forrest:  It could be a switch for the glow plugs on diesel version of the C4.  My 1986 Jetta Carat (mit 2.0L 16 V Passat) has a similar panel 
on the lower left side of the dash.  A colleague at work with a 1990 turbo
 diesel Jetta (same body style) has a switch there for his glow plugs.  On
 that basis, I assume the C4  panel in question to have a similar role. 

Or not.
