Michael-
Check your ground traces in the instrument cluster- these instrument
clusters have a tendency to crack the ground traces, causing all sorts
of issues.
In order to check the actual gauges, you can connect a 9v battery to the
gauge itself if you take it out of the cluster, if it moves, then at least
the
gauge works electrically.
Sorry that I can't be more helpful- the ground traces in question are in
the corner of the PCB of the cluster. Be careful with the cluster during
removal and installation- it is easy to scratch trim pieces.
