Well we certainly cannot have go fast motor terrorist's running around and
driving who knows what kind of any old vehicle can we!?  
How would Paul go about signing up for this "impound and destroy" job at
EPA/DOT I wonder?  "Excuse me sir, mind if I dance with your car?"  Imagine
a whole stable of just not right cars for Team JNR.
