Classic scam.

The $35K cashiers check is counterfeit. You cash the check and send him $8K.
By the time the bank figures out the check is bogus, you are out $8K.

I guess you could tell them that you need to wait until the check clears his
bank before sending anything to him, this will usually scare them away.
