additional possibility is if the heater core has been replaced, possibly the HVAC box may not be properly sealed in the body cut-out, this would likely be in conjunction with a cowl drain that is  atleast partially clogged............................................mike

You might have a clogged drain under the hood:

And windshields have been known to leak, especially if
they have been replaced.
