[s-cars] '94 90 fwd does not 'go'

My sister's 90 is experiencing a problem.  When you step on the gas the
car bogs badly.  Sometimes it can be coaxed into accelerating again,
other times it doesn't and you have to pull over.  to give it time to
recover.

My sister changed the fuel filter but the problem persists.  I have no
experience with this engine so I am looking for some tips.  Any BTDT's? 
Comments?

I am getting the car tonight for diagnoses/repair.
