Chris,
the "clay" will remove specks embedded into paint, making it smooth as 
glass to the touch. However I am not sure about the particular one you 
have in mind. To date in IME not a single product made by Turtle Wax has 
ever worked as advertised. I myself use clay made by McGuire's
